Homeowners in Toronto should pay close attention to 2026, as it will be an important year to get ahead. People who have electric vehicles and plug-in hybrids can no longer afford to treat them as a luxury or an indicator of social class. In fact, you must have your home ready to charge and accommodate electric vehicles. Toronto's Level 2 OBC Charger Rebate program is no longer available, announced the city. By morning, your vehicle is full. The cost per kilometre charged at home is a fraction of what you pay at a commercial station, and the time cost is zero because the car charges while you sleep.

For most Toronto homeowners, the question is not whether to install a home charger. It is what the installation actually involves.

Level 1 vs. Level 2: Understanding the Difference

Level 1 charging (standard 120V outlet)

Level 1 charging is a solution involving the 120V outlet already installed within homes. The same outlet that powers your lamp, toaster, phone charger, etc! In other words, it’s an installation-free dedicated starting place, making it the easiest to get. The trade-off: Charge speed. Level 1 will provide approximately six to eight kilometres of range every hour. Given this information, it can take 24 hours or longer to fully top off a 60 kWh to 100 kWh EV battery. Drivers of plug-in hybrids equipped with small batteries can easily get by day in and day out. For anyone who drives a full EV as their main vehicle, Level 1 doesn’t cut it for everyday driving, full stop.

Level 2 charging (240V dedicated circuit)

Level 2 is where it starts getting truly useful for most Toronto homeowners. With a dedicated 240-volt circuit, the same voltage tier as a dryer or built-in oven, it recovers 25 to 50km of range per hour! Most current EV (Electric Vehicle) models can be fully charged overnight within 6 to 10 hours with this much power.

When you install an EVSE, you pay upfront (for what is defined as a professional installation on a dedicated circuit, and an ESA permit as required under Ontario Law, which may or may not be included in the installation cost, but you still pay for it). Trusted home brands like ChargePoint, Leviton, Eaton, and Tesla Wall Connector generally cost between $400 and $900. This fee is one-time only and pays for itself rapidly since it reduces your need to charge in public.

For any full battery EV, whether a Tesla Model Y, Ford F-150 Lightning, Hyundai IONIQ 6, or Chevrolet Equinox EV, Level 2 is the practical standard for home charging.

Does Your Home Need a Panel Upgrade?

The first question to answer before putting an EV charger in is the panel capacity. In fact, this is the question homeowners are least prepared for. Level 2 chargers need your own 240-volt line with a 40 to 60 amp circuit. There's no certainty that your current panel can accommodate the load. The answer totally relies on how much capacity is already spoken for by your existing circuits running at home.

How to check: Find your main electrical panel (usually in the basement or utility room). Look at the large breaker at the top. The number stamped on it is your service amperage.

100-amp panel: Common in GTA homes built before the 1990s, particularly in established neighbourhoods like Lawrence Park, Swansea, East York, and parts of Etobicoke and North York. At 100 amps, whether your panel can support an EV charger depends on what else is drawing power. It may be possible, but it is close to the limit. In most cases, a home running HVAC, a water heater, a kitchen, and general circuits is already near capacity, and adding a 40 to 50 amp EV circuit requires a full load assessment and, in many cases, an upgrade.

200-amp panel: Standard in homes built or substantially renovated in the last 25 to 30 years. If you have available breaker slots and your total load calculation confirms available capacity, you can typically add an EV circuit without upgrading the panel.

A licensed electrician performs a load calculation to determine your actual available capacity. This is a required step, not a formality. An overloaded panel is a fire hazard and will fail ESA inspection.

What a panel upgrade costs in Toronto: In Toronto, upgrading from a 100-amp to a 200-amp panel typically costs $1,500 to $4,000, including the panel, installation, permit, and ESA inspection. That is a real cost, but it is also an improvement to your home's electrical capacity that benefits everything beyond the EV charger: HVAC systems, heat pumps, future renovations, and resale value.

An upgrade may not always be required, and a load management system can be installed within your existing panel capacity. It is good to understand this option before assuming an upgrade is needed. A certified electrician can make that decision for your specific set-up.

ESA Permits: Required by Law in Ontario

Ontario law requires an Electrical Safety Authority (ESA) permit for EV charger installations. This is not a procedural suggestion. It is a legal requirement under the Ontario Electrical Safety Code, and it applies whether you are in Toronto, Mississauga, Brampton, or anywhere else in the province.

Consider a scenario where you fail to secure the required permit and purchase a charger that is less than effective. According to the county inspector, your charger should be replaced with a better one. Thus, you will have to spend extra. Here’s an example of many circumstances you could find yourself in.

Home resale: What that means is that you won’t have to deal with any of that. Once it’s time to sell, unpermitted electrical work becomes your problem to fix. Home inspectors constantly highlight it, and buyers or their attorneys will want it fixed before closing the deal. Sellers bear the cost of remediation, while buyers set the schedules.

Safety: In Ontario, a dedicated circuit is a requirement, not an option, when installing Level 2 EV chargers. Installation of cables in advance is mandatory for level 2 chargers. If you skip this, then the installation will fail the ESA inspection. This will also put your home at actual electrical risk and could void your insurance policy. To hire anyone who offers this as a plausible means of reducing the bill is a mistake.

If anyone quotes you an EV charger installation and suggests skipping the permit to reduce the upfront cost, that is not a favour. It transfers all liability to you.

What EV Charger Installation Actually Costs in Toronto (2026)

Costs vary based on your panel capacity, the distance from your panel to the installation point, and whether any additional electrical work is required. Here is an honest breakdown.

Typical installation (200-amp panel, accessible garage or driveway):

  • Charger hardware: $400 to $900
  • Labour for installation: $300 to $600. Charger mounting: $100 to $200. ESA permit and inspection: $100 to $200.
  • Total installed project cost: roughly $800 to $1,800

If a panel upgrade is required first:

  • Add $2,500 to $5,000 for the panel upgrade.
  • Combined project total: $4,000 to $6,800+

Additional variables that affect cost:

The ULO Rate: How Toronto Homeowners Can Reduce the Cost of Charging

Installation cost is a one-time expense. How much you pay to charge your EV every month is ongoing, and the pricing plan you are on makes a significant difference.

Toronto Hydro: Notably, Toronto Hydro offers its residential customers three payment plans: Time-of-use (TOU), Tiered, and Ultra-Low Overnight (ULO). The most useful thing for an EV owner to understand is that last one. It classifies together rates based upon time of the day, along with the day of the week. A designated overnight window is priced to be extremely cheap to encourage EV charging or other activities with a large draw of electricity to happen outside peak times. 

The ULO: The overnight rate for ULO is below half the standard price set for TOU off-peak and a fraction of peak. Charging habits remain constant; only the timing changes. The ULO overnight rate of 3.9 cents per kWh from 11 pm to 7 am is less than half the regular off-peak rate of 9.8 cents and not far off from the 39.1 cents per kWh charged during peak time. The discrepancy in timing is the locus of the financial edge for an EV owner who does overnight charging with any normal.

You can switch pricing plans: Toronto Hydro allows customers to switch pricing plans through their online account at any time. If you are having a Level 2 charger installed and intend to charge overnight, updating your plan to ULO ahead of your first billing cycle ensures you capture the lower rate from the first night you plug in.

Federal EV Incentives in 2026

Ontario does not currently offer a provincial rebate specifically for home EV charger installation or EV purchases. However, the federal incentive program has been renewed under a new name.

The Electric Vehicle Affordability Program (EVAP) has replaced Canada’s iZEV program and will be available for eligible battery electric vehicle and plug-in hybrid vehicle purchases and leases starting February 16, 2026. The maximum eligible incentive under EVAP is $5,000 for fully electric vehicles and $2,500 for plug-in hybrids.

The $5,000 incentive amount applies in 2026, but will begin to decline starting in 2027. Dealerships apply for the incentive on behalf of consumers. The program runs on a first-come, first-served basis against a fixed budget, so it can effectively close before the calendar end date.

As there is no stacked provincial rebate, Ontario buyers only receive the full $5,000 federal credit. If you are looking to buy an EV in 2026, get the full amount soon rather than later, before the cut takes place.
